Given the considerable variability in costs, spanning from $400,000 to upwards of $2 million, it is essential to underscore that these figures are indicative and subject to project-specific factors. To streamline financial projections all service categories are consolidated under a single umbrella term: Construction Project Management. This approach ensures clarity and coherence in financial projections, allowing for a comprehensive overview of anticipated expenditures and revenue streams.

1) Client Representation

PMCM CONSULT INC. will assume the role of its clients’ representative, crafting a comprehensive management plan outlining the involvement of various stakeholders. This plan will delineate the extent of their participation and the specific junctures at which their engagement is required.
PMCM CONSULT INC. The management and coordination of this process will be overseen by the Canadian Company’s team.
Additionally, the Company will deliver services and oversee the services rendered by others in accordance with the terms outlined in their respective agreements. Adhering to the duties, services, and authorities stipulated within the scope of work, the Company will meticulously develop a detailed matrix of responsibilities. This matrix will establish clear delineations of duties, which will be collaboratively agreed upon by all parties involved and subsequently issued for implementation.

2) Planning and Scheduling

In the realm of planning and scheduling, the Company will offer comprehensive services aimed at optimizing project timelines and ensuring alignment with key objectives. The Company’s approach will encompass two pivotal aspects:
Master Schedule Development
Upon receipt of the project master schedule from the client, the Company’s team will meticulously scrutinize each element, evaluating the logical sequence, durations, and strategic milestones. Leveraging their expertise, PMCM CONSULT INC. will refine and adapt the schedule, tailoring it to meet the project’s critical key dates and overarching objectives. Through a collaborative process, the Company will develop a revised master schedule that embodies precision and efficiency.
Following the refinement process, PMCM CONSULT INC. will present the revised master schedule to the client for thorough review and agreement. The Company’s commitment will lie in delivering a meticulously crafted schedule that serves as a blueprint for project success, aligning seamlessly with the client’s vision and objectives.
Schedule Monitoring Reporting and Management
As an integral component of its service offering, the Company will conduct meticulous monitoring and reporting of project schedules. Through regular monthly reports, PMCM CONSULT INC. will meticulously analyze schedule variances, identifying and justifying any potential or actual delays to the master time schedule. The Company’s reports will be meticulously documented, providing
PMCM CONSULT INC. a robust foundation for addressing consultant or contractor claims. Additionally, the Company will highlight any modifications to schedule logic and adjustments to the critical path, ensuring proactive management of project timelines and mitigating risks effectively.

3) Design Management

In regard to design management, PMCM CONSULT INC. will offer oversight and administration to ensure the seamless integration of design processes within the project framework as seen below:
a) Design Consultants and Administration
The Company will assume the responsibility of monitoring the performance of design consultants, meticulously assessing its deliverables against the master schedule. Through constant liaison with the client, PMCM CONSULT INC. will promptly flag any issues likely to impede milestone dates or overall project completion. Additionally, the Company will provide proactive recommendations for remedial action, ensuring project timelines remain on track.
In instances where additional expertise is deemed necessary, the Company will advise the client on the appointment of supplementary consultants. PMCM CONSULT INC. will collaborate with the client to develop a comprehensive scope of services tailored to meet the project’s evolving needs, seeking employer approval before proceeding.
b) Permits/Approvals
The Company will undertake a comprehensive review of all statutory requirements and utility provider approvals obtained by external entities. Through meticulous scrutiny, the Company will identify any potential risks associated with approval processes, encompassing planning, permits, utilities (such as electricity, water, drainage, telecom), and aeronautical considerations. PMCM CONSULT INC. proactive approach aims to mitigate risks and streamline approval procedures, ensuring compliance with regulatory standards.
c) Sustainability
The Company will maintain a vigilant overview to validate the attainment of desired sustainability certifications by relevant parties. Through meticulous assessment, PMCM CONSULT INC. will ensure that the project adheres to established sustainability benchmarks, validating the scope of
PMCM CONSULT INC. services provided by others. This commitment underscores their dedication to promoting environmentally conscious practices and upholding sustainability standards throughout the project lifecycle.

4) Procurement Management

PMCM CONSULT INC. will offer comprehensive strategies and meticulous oversight to streamline the procurement processes within the project framework in the domains available below:
a) Procurement Strategy
The Company will craft and regularly update a project procurement strategy and implementation plan, delineating the intended routes, timelines, and procedures for procuring consultancy services, construction works, FF&E/OS&E, and related items. This strategy will also encompass the buying out or expending of provisional sum elements within contracts, alongside identifying risk allocation and interface management strategies. Adherence to the client’s mandatory procedures will be ensured throughout the strategy formulation process.
Under this strategy, PMCM CONSULT INC. will spearhead the pre-qualification process and selection of contractors and consultants for each package of work, adhering to client procedures. This will involve establishing performance/experience criteria, preparing media plans and draft advertisements, issuing prequalification documents, conducting reviews/evaluations, and presenting recommendation reports.
b) Tender Documentation
The Company will prepare tender documentation for consultancy services and construction works packages, ensuring alignment with the master schedule and employer objectives. This includes drafting Requests for Proposals (RFPs), tender documents, Bills of Quantities (BOQs), and reviewing completed documents for consistency and compliance with employer requirements.
Additionally, PMCM CONSULT INC. will prepare and issue tender addenda, providing responses to Pre-Tender Queries (PTQs) and furnishing clear additional information during the tender period to facilitate competitive tender returns.

c) Tender Evaluation
With a commitment to thoroughness, the Company will manage and participate in the evaluation of tender returns, administering technical evaluations, developing scoring matrices, and interpreting scoring results. This process will culminate in comprehensive recommendation reports and the management of tender briefing meetings, mid-tender interviews, and post-tender interviews, as necessary.
d) Contract Preparation
PMCM CONSULT INC. will compile the final set of contract documents, draft letters of intent, letters of acceptance, or notice to proceed letters as applicable. The Company will meticulously ensure the completeness and accuracy of Contract documents to mitigate any potential claims for variations under the contract.
Post-contract execution, during the construction stage, the Company will provide crucial assistance to the client in preparing any amendments to the contract, facilitating the preparation of novation agreements, and preparing final settlement agreements during the contract closeout phase.

5) Construction Management

a) Construction Strategy
PMCM CONSULT INC. will undertake the administration, coordination, scheduling, and monitoring of all site activities associated with the project, ensuring adherence to the client’s requirements and objectives. This encompasses overseeing the functions of consultants, contractors, and suppliers to ensure timely completion within budgetary constraints.
The Company will meticulously review contractor plans to ensure compliance with safety, security, quality assurance, and environmental policies, monitoring and enforcing adherence while reporting and rectifying any non-conformances.
b) Site Mobilization/Logistics
A coherent master site mobilization plan will be developed, managed, and monitored by PMCM CONSULT INC. to accommodate contractor and consultant on-site requirements throughout the
PMCM CONSULT INC. project’s duration. The Company will review contractor logistics and mobilization plans, providing advice on constraints and establishing agreed solutions in alignment with the master site mobilization plan.
c) Health, Safety, and Environment (HSE)
Ensuring compliance with project health and safety requirements, the Company will define these requirements within contract agreements, emphasizing adherence to industry best practices and local legislation. PMCM CONSULT INC. will facilitate routine safety committee meetings, ensuring proper site management in line with contractual and statutory requirements, and supporting HSE throughout the project.
d) Employment Practices Policy
Designating an employment practices policy coordinator, the Company will liaise with the client’s employment relations manager to facilitate coordination with contractors. PMCM CONSULT INC. will ensure that employment practices policy obligations are included in all Contracts.
e) Progression of the Works
By establishing procedures for defect identification, notification, and rectification, the Company will ensure timely resolution of defects throughout the project. PMCM CONSULT INC. will monitor off-site manufacturing processes, coordinate contractors’ daily, weekly, and monthly reports, and manage other consultants in discharging their duties.
f) Tests and Commissioning
Managing and coordinating inspection, testing, and commissioning activities, the Company will ensure alignment with project requirements and timelines. The Company will oversee the preparation of a comprehensive testing and commissioning plan, ensuring execution in accordance with the plan while addressing delays proactively.
g) Taking Over
By obtaining warranties and guarantees from contractors, PMCM CONSULT INC. will review and endorse these documents, preparing a schedule for their provision. The Company will verify the preparation of defects/punch/snagging lists and ensure timely action by the contractors.
h) Operations and Maintenance Manuals
Collaborating with consultants, the Company will develop and implement a project operation and maintenance strategy to facilitate a seamless handover.
i) Project Handover
To ensure the smooth transition of the project to the client, the Company will prepare a consolidated training plan for responsible managers and staff. PMCM CONSULT INC. will ensure adequate equipment maintenance training is implemented by contractors before handover to the client.
j) Defects Notification Period
Managing final inspections and consolidating comments, the Company will ensure Works are completed as per the construction contract. The Company will establish procedures for defect identification, notification, and rectification during the defect’s liability period, considering the need to minimize disturbance to normal operations.

6) Risk Management

PMCM CONSULT INC. will institute a robust framework to identify, assess, and mitigate potential risks associated with the program as seen below:
a) Program Risk Management Plan
The Company will devise, execute, and uphold a comprehensive program risk management plan and risk management system. This plan will delineate the overarching strategy for addressing risks throughout the program.
b) Risk Register
PMCM CONSULT INC. will generate a qualitative and quantitative risk register, encompassing an inventory of identified risks along with recommendations for implementing mitigating measures to either reduce or transfer these risks. This register will undergo monthly updates and will be integrated into the Company’s monthly report, ensuring continuous monitoring and management of risks.

7) Quality Management

The Company will establish stringent measures to uphold the highest standards throughout the project lifecycle as seen below:
Quality Management Plan and System
PMCM CONSULT INC. will craft, enact, and oversee a comprehensive quality management plan and system. This system will encompass procedures and protocols designed to ensure adherence to quality standards at every stage of the project.
a) QA/QC Meetings and Documentation
Regular Quality Assurance/Quality Control (QA/QC) meetings will be convened by the Company, facilitating the production, review, and approval of QA/QC documentation by both the designers and contractors. This collaborative approach will foster transparency and accountability in maintaining quality standards.
b) Project Execution Plan
The master project execution plan will be developed by PMCM CONSULT INC. and submitted to the client for review. Subsequently, the Company will diligently monitor and update the project execution plan on a quarterly basis or as per the client’s specified intervals. This proactive approach ensures alignment with project objectives and enables timely adjustments to optimize project execution.

8) Project Meetings and Reporting

With project meetings and reporting, PMCM CONSULT INC. will ensure effective communication and comprehensive reporting to facilitate project success. Below are the features of the Company’s services:
Convening and Chairing Project Meetings
The Company will take charge of organizing, chairing, and meticulously documenting all necessary project meetings essential for meeting project requirements and objectives. These meetings will serve as crucial forums for collaboration, decision-making, and progress tracking.
a) Monthly Project Progress Report
A detailed monthly project progress report will be provided by PMCM CONSULT INC. This report will encompass a compilation of the contractors’ and other consultants’ monthly reports, meticulously reviewed and supplemented with a status approval sheet and pertinent comments. This comprehensive report will offer stakeholders insights into the project’s trajectory, accomplishments, challenges, and action plans.
b) Ad-Hoc Reporting
In addition to monthly progress reports, the Company will prepare ad-hoc reports as required to inform the client of pertinent matters concerning project design and construction. These reports will serve as valuable resources for informed decision-making and proactive management of project dynamics.

9) Document Control

In regard to document control, PMCM CONSULT INC. will uphold meticulous procedures to ensure the integrity and accessibility of project documentation through the following strategies:
a) Implementation of Document Control Procedures
The Company will take charge of implementing and meticulously administering document control procedures. These procedures will encompass the systematic management of project documentation, including creation, distribution, retrieval, storage, and archiving, to ensure accuracy, consistency, and compliance with regulatory requirements.
b) Management of Correspondence
PMCM CONSULT INC. will develop, implement, and administer procedures for managing incoming and outgoing correspondence. This entails establishing efficient channels for receiving, processing, documenting, and disseminating project-related communications, ensuring timely responses, maintaining comprehensive records, and facilitating effective communication among project stakeholders.

10) Commercial Management

The Company’s commercial management service will allow it to execute and oversee various crucial activities to ensure the smooth progress and financial integrity of the project through the following features:
Procedure
PMCM CONSULT INC. will devise, draft, and implement a comprehensive set of project-specific commercial management procedures, aligning them with the employer’s existing systems and suggesting improvements where necessary to optimize practices. These procedures will cover critical aspects such as pre-qualification of contractors and consultants, tender processes, contract award procedures, payment processes, change control, project handover, and final account closure.
a) Contract Administration
The Company will prepare contract documentation for execution between the contractor and the employer for each package awarded. PMCM CONSULT INC. will review performance bonds and advance payment bonds submitted by contractors, ensuring compliance with contract requirements and advising on necessary extensions. Management of provisional sum expenditure will also be handled to ensure expenditures align with the client’s approval.
b) Change Control
PMCM CONSULT INC. will take control of the administration of the change management process, including monitoring, logging, accounting, and reporting changes, with assistance in negotiating variations and additional works. The Company will conduct the assessment of variation costs, benchmarking against industry rates, and notifying the client of technical implications, budgetary impacts, and schedule adjustments.
Payments
The Company will organize verification and adjustment of payment applications from contractors and consultants, along with recommendations for payment certification. Preparation and administration of a payments register, including checking of final accounts submitted by contractors will be managed by PMCM CONSULT INC.
c) Budget and Cost Management
The Company will conduct the overall management of cost planning activities, including monitoring, reviewing, and advising on project costs. Preparation and updating of budget estimates and cost plans, monitoring projected expenditure, and providing monthly updates and cash flow forecasts will be included. PMCM CONSULT INC. will organize the facilitation and management of value management and value engineering workshops, along with cost advice during project development.
Reporting
Preparation and issuance of monthly cost reports will be done by the Company, including estimates of final account, variations, claims, provisional sums, re-measurement status, and cash flow forecasts. PMCM CONSULT INC. will provide prompt advice to the client and other stakeholders on any concerns or circumstances affecting project costs.

11) Claim Management

The Company will play a pivotal role in advising and managing potential claims and dispute resolution through its claim management service, by offering the following features:
a) Claims Advisory
PMCM CONSULT INC. will offer strategic advice to the client on potential claims and develop proactive strategies to avoid disputes.
Claims Evaluation
The Company will carefully assess claims submitted by contractors under the construction contract, providing timely advice and recommendations to the client.
b) Claims Examination
Examination of claims notices and submissions regarding additional payments will be conducted diligently, with a thorough evaluation of their validity. All relevant parties, including the client, will be informed of their findings.
c) Claims Management
PMCM CONSULT INC. will oversee all aspects of the claim process, ensuring proper documentation, communication, and resolution. This includes the closure of claims upon resolution.
d) Extension of Time Claims
The Company will provide advice and assistance to the client regarding claims notices and submissions related to extensions of time, offering insights into potential claims and strategies to avoid them.
e) Liquidated Damages Assessment
Advice on the entitlement to liquidated damages or penalties under the contracts will be provided, helping the client navigate this aspect of contractual obligations.

Public Safety
